
Italy student visa and permesso di soggiorno: the full route
Pre-enrolment, type D visa, residence permit and renewal: what each step asks for and where applicants from Pakistan, India and Nigeria get stuck.
To get an Italy student visa, you first need a pre-enrolment application validated by your university on Universitaly, and then a national type D visa from the Italian consulate in your country of residence. Within 8 working days of arriving in Italy, you apply for a student residence permit, and you renew it every year as long as you pass your exams.
The rules for international students are set in one interministerial circular that covers two academic years at once. The Ministry of University and Research (MUR) can still amend it, so we check every requirement again before each intake.
The route in short: from Universitaly to your residence card
Each step depends on the previous one. Two points matter most. First, only the consulate decides on the visa: a validated application guarantees neither an appointment nor a visa. Second, each university can validate only as many applications as its quota of places for international students plus 20%. Once that limit is reached, Universitaly blocks new validations, so early applicants have a real advantage.
Step by step: Italy study visa and residence permit
Choose one programme — you list a single programme in your pre-enrolment application. The visa and residence permit are issued for one course only, even though Italian law now allows two degrees at once.
Apply on Universitaly — the official portal is free, and non-EU applicants who need a visa must use it. Each university sets its own application window and publishes it on its website.
Wait for validation — the university checks and validates your file. The non-profit Uni-Italia also helps with Universitaly and visa questions through its centers abroad.
Prepare your documents — school certificate with a CIMEA statement or a Declaration of Value, proof of funds, accommodation, insurance and a language certificate.
Apply at the consulate — at the Italian consulate or visa center for your country of residence. Fingerprints are required for type D visas.
Italy student visa deadlines
For bachelor's and master's degrees (Laurea, Laurea Magistrale, single-cycle programmes) and AFAM art and design programmes, the visa application deadline is October 31. Your university may set an earlier deadline for its own programmes.
For Master, PhD and Foundation courses there is no fixed visa deadline, but you must apply before classes start. University application dates for the next intake are not announced yet; each university publishes them on its website closer to the intake. The visa itself is a type D "Studio – Immatricolazione Università" visa, valid for 365 days with multiple entries. There are two exceptions where you can apply before full validation, "con riserva":
- you have not received your school certificate yet (you need an official provisional certificate, not a self-declaration);
- you must sit an in-person exam in Italy, such as a language or entrance test.
In both cases the consulate issues a type D visa for 100 days. If the exam comes before your school certificate, you first get a Schengen type C visa and the type D visa later, from home.

How much money you need for the visa
The financial minimum is €10,179.85 per academic year, set by a Ministry of the Interior directive and applied by Italian embassies and visa centers. Some older guides quote about €7,100 — that is the threshold for the post-study job-search permit, not the student visa. You also need money for a return ticket, or the ticket itself.
The consulate looks at more than the balance:
- Funds must be legal and traceable, preferably in your own account.
- Family money is accepted from relatives up to the fourth degree, not only parents.
- Cash is not accepted.

Documents: housing, insurance, language and your school certificate
For housing, a dorm application is not enough; only an assigned place counts. Some consulates also set a minimum booking period, such as 15 or 30 days.
A foreign insurance policy is accepted with a consular declaration that it is valid in Italy. An Italian policy needs a declaration from the insurer. After arrival, you can join the national health service (SSN) voluntarily for €700 per calendar year; the fee is not split by month and cover ends on December 31. INAIL is workplace accident insurance, not a health policy for your permit.
For English-taught programmes, the minimum IELTS or TOEFL score is set by each university, on top of the consulate's B2 rule.
Your school certificate must reflect at least 12 years of schooling for a bachelor's degree. School systems in Pakistan, India, Bangladesh, Nigeria and Egypt usually run 12 years. Together with the certificate you submit either:
- two CIMEA statements: a statement of comparability and a verification of authenticity; or
- a Declaration of Value (DOV) from the Italian embassy. A DOV covers only comparability unless it includes an authenticity check.
Permesso di soggiorno: the first 8 days in Italy
You must apply for your student residence permit within 8 working days of entering Italy. Use the post office "kit postale" or your university's service desk, if it has one. You get a receipt (ricevuta) that proves your legal stay until the card is ready, plus a Questura appointment for fingerprints.

Renewing your residence permit
Apply for renewal at the Questura no later than 60 days before your permit expires. You need a certificate of enrollment and the same conditions as for the visa, including the financial minimum.
You must pass at least 1 exam in your first year and at least 2 in each following year (1 with a documented serious reason). Renewals stop 3 years beyond the standard length of your course.
If you formally withdraw from your studies ("rinuncia agli studi"), your permit is revoked and you must leave Italy; a new course needs a new visa. A university-approved transfer to another public programme does not.
Work during and after your studies
A student residence permit lets you work as an employee for up to 20 hours per week and 1,040 hours per year. The labor inspectorate has clarified that you cannot exceed 20 hours in any single week, even if you have hours left in your annual limit.
After your studies, there are two routes:
- Convert your student permit into a work permit outside the annual "Decreto Flussi" quotas. University students (laurea, master, PhD) can do this even before graduating if they have a job offer of at least 20 hours per week for at least 6 months. Apply before your permit expires.
- Graduates of laurea, laurea magistrale, master, PhD and AFAM programmes can get a permit to look for work or start a business for 9 to 12 months. You need health insurance and an income above a threshold linked to Italy's social allowance, around €7,100 per year. This permit can later be converted into a work permit.
What to know before you apply
- Italian bureaucracy takes time. Universitaly validation, CIMEA or DOV, the consulate and the Questura each run on their own schedule. Start your file in spring, not in August.
- The consulate assesses "migration risk": family finances, previous education and whether your programme choice is logical. Embassies can also verify documents; forged ones lead to a criminal report in Italy and notification to other Schengen countries.
