Study in Malaysia: Costs, Admission and the Student Pass
Tuition ranges, entry rules by country, the EMGS Student Pass and the limits other agencies skip: work, the Graduate Pass and UK routes.
To study in Malaysia, you need three things: a school certificate that meets the university's entry level, an English test score, and a Student Pass issued through EMGS, the official student visa agency. Tuition is paid in ringgit (RM), most programs for international students are taught in English, and private universities run several intakes a year.
Malaysia suits you if you want an English-taught bachelor's or master's at a moderate price, a dual-award degree with a UK university, or a fast start. With Class XII, FSc/HSSC, HSC or WAEC results, private universities such as APU accept you straight into year one of a bachelor's program.
It suits you less if you plan to cover living costs by working during the semester, or if your post-study plan depends on staying and working in Malaysia. The same applies if you want to become a doctor at home after a Malaysian MBBS. We cover each of these limits below, with a way around it.
How much does it cost to study in Malaysia
The ranges below are for international students, taken from current price lists, and exclude the 6% Service Tax (SST). Next year's prices are not published yet, so expect some indexation.

Public universities such as Universiti Malaya and UTM quote fees for the whole program, not per year, and you pay by semester. Universiti Malaya states on its program pages that its fees do not include the 6% SST. Private universities have charged 6% SST on all fees for non-Malaysians since 1 July 2025.

Costs outside tuition
- EMGS and immigration fees in year one: about RM 2,700–3,300 by the official EMGS fee schedule, including insurance, medical screening, i-Kad and the visa.
- Student Pass renewal every year: about RM 800–1,300.
- University visa packages, which are often higher than the EMGS minimum. Universiti Malaya charges RM 5,451 for a one-year pass for applicants from Pakistan, Bangladesh, Nigeria, Egypt and most Gulf states, and it is non-refundable.
Universities often quote a USD figure "for reference" at an indicative rate of 1 USD = RM 3.80. The market rate is about RM 4.05–4.10 per dollar, so budget in ringgit and allow for the exchange difference. A detailed breakdown by university is on our page about the cost of studying in Malaysia.
Scholarships are narrower than many agencies suggest. The Malaysia International Scholarship (MIS) covers full tuition plus RM 1,500 a month, but only for master's and PhD students. Citizens of India, Pakistan, Nigeria, Bangladesh, Egypt and most Gulf states can apply. At bachelor's level, APU gives 10–30% tuition discounts for strong A-Level, IGCSE or IB results, but CBSE, FSc and WAEC are not in its table. If you plan a master's in Malaysia, check MIS first.
Types of universities in Malaysia
Universities in Malaysia fall into three groups, and the choice affects price, degree certificate and entry rules. Every program you consider should be accredited by the Malaysian Qualifications Agency (MQA). You can check the program's code in the Malaysian Qualifications Register (MQR). "MQA/FA" means full accreditation. "MQA/PA" means provisional accreditation, granted before a program is fully accredited.

A dual award means two degree certificates: one from the Malaysian university and one from its foreign partner. At APU, the partner is De Montfort University (UK), and the dual award costs GBP 450 extra per level. In a 3+0 program, you complete the foreign partner's degree entirely in Malaysia. In 2+1 or 1+2 programs, you transfer abroad, pay the home campus fees and need a new visa; transfer requires a passing grade. Compare all options on our universities in Malaysia page.

Admission requirements and steps
All applications from international students go through EMGS (Education Malaysia Global Services), a company under the Ministry of Higher Education. Either the university or the student submits the file. The path from application to arrival looks like this:
From application to Student Pass

Choose a program and check its MQA accreditation code in the MQR. Confirm the entry level for your school certificate and the English score required.

Apply to the university and receive an offer letter. Accept it and pay the university's first fees, which usually include the EMGS visa fee.

The application goes to EMGS. EMGS checks your academic documents and passes the file to immigration. The official processing time is 14 working days for a complete file; plan for 4–8 weeks, longer in peak months. You must be outside Malaysia when the application is submitted.

Receive the eVAL (electronic Visa Approval Letter). Applicants who need a visa then apply for a Single Entry Visa only through the official eVISA portal. Processing takes about 48 hours.

Complete the Malaysia Digital Arrival Card (MDAC) no earlier than 3 days before arrival, then fly in.

Most private universities publish entry levels by country, not by grades. The table shows APU's official entry list as an example, alongside UTM's minimum grades for engineering. Other universities set their own thresholds.

Documents you will need
- Passport valid for at least 18 months at the time of application. Some universities ask for more: APU asks for 24 months from the intake date.
- Photo 35×45 mm on a white background.
- Copies of certificates and transcripts. Universities usually ask for certified true copies and a certified English translation.
A bank statement is not on the standard EMGS or immigration list for students, though a university can ask for one. Most private universities have 2–4 intakes a year. Universiti Malaya admits undergraduates in October and March; applications for the March intake run from 7 September to 30 January. UTM admits in September and, for some programs, in February. Exact dates for the autumn intake are not announced yet; universities publish them closer to the intake.
Malaysia student visa and documents
Visa-free entry for tourism does not allow you to study. Anyone studying in Malaysia for more than 3 months needs a Student Pass issued through EMGS. Immigration exempts only citizens of 51 countries from visas for all purposes, such as the UK, Australia and Canada. India, Pakistan, Bangladesh, Nigeria, Egypt, the UAE and Saudi Arabia are all on the EMGS list of countries that also need a Single Entry Visa after the eVAL.
The visa itself is inexpensive: RM 50 for Indian citizens and RM 20 for Pakistan, Bangladesh, Nigeria and Egypt. The Student Pass is usually issued for up to 1 year and renewed before it expires. Master's and PhD students can bring their family as dependants; bachelor's students generally cannot.

What to know before you apply
These points rarely appear in agency brochures. Each is manageable if you plan for it before paying any fees.
Risks and how to handle them
- Malaysia is not a party to the Apostille Convention. An apostille from home does not help on its own. Universities ask for certified true copies (by a notary, solicitor, government officer or your school) and a certified English translation. Each university sets its own rules, so we check them before you certify anything.
- Everyone needs a Student Pass via EMGS. Visa-free entry for tourists does not cover study. Do not buy tickets before you have both the eVAL and, if required, the Single Entry Visa. UTM, for example, tells students the same.
- International fees differ from local ones. At Sunway, BSc Computer Science costs RM 39,800 a year for Malaysians and USD 9,779 a year for international students. Private universities add 6% SST. Comparison sites often quote the local price, so we always work from the international fee schedule.
Living costs, work and student life
A student in Kuala Lumpur needs about RM 2,000–3,500 a month. You spend less in a hostel room or shared house, and more in a private studio or with frequent Grab rides. In Johor Bahru, UTM estimates RM 1,000–1,500 a month with on-campus housing, food and local transport.
Housing is the biggest variable, and university halls are the cheapest start:

Check payment terms before booking. Taylor's residences, for example, require a deposit and six months' rent in advance. Medical insurance is compulsory for the whole study period and must run at least 12 months per policy. EMGS packages cost RM 456–958 a year, and the arrival medical screening costs RM 250.
