Malaysia Student Visa: How EMGS, eVAL and the Student Pass Work

Every international student needs a Malaysia student visa, officially called a Student Pass, and it is issued through EMGS rather than at a consulate. You get a university offer, EMGS and the Immigration Department approve you online and issue an eVAL (electronic Visa Approval Letter), and the pass is endorsed in your passport after arrival and a medical check.

This applies even if you can visit Malaysia visa-free as a tourist, like citizens of Egypt, the UAE and Saudi Arabia. Tourist entry does not give the right to study. Immigration processes study visas for all foreigners except 51 countries such as the UK, Canada and Singapore. Pakistan, India, Bangladesh, Nigeria, Egypt, the UAE and Saudi Arabia are not on that list.

How the Malaysia student visa process works

All international applications to public universities and approved private institutions go through EMGS (Education Malaysia Global Services), a company owned by the Ministry of Higher Education. Your university submits the application, or you do it yourself on visa.educationmalaysia.gov.my. Only universities approved by the Ministry and allowed by the Ministry of Home Affairs to enroll foreigners can sponsor a Student Pass.

Before you pay a deposit, check your program in the Malaysian Qualifications Register (MQR). Fee lists usually show an accreditation code: MQA/FA means full accreditation, MQA/PA means provisional. Compare options in our list of universities in Malaysia.

How long EMGS takes

The official target is 14 working days, but only for a complete application. Missing or unclear documents add time. UTM, a public university, budgets 3–6 weeks for the approval letter and asks students not to buy flights until both the approval letter and the SEV are issued.

A realistic plan is 4–8 weeks from a complete submission, longer in peak months. Most private universities have 2–4 intakes a year, so start EMGS as soon as your offer arrives. If timing is tight, moving to the next intake is often safer than arriving late. You can follow progress in your EMGS account; the eVAL appears only after Immigration approves you.

EMGS fees and other visa costs

EMGS publishes an official fee schedule (version 1.6, updated November 13, 2025). The amounts below apply to universities in Peninsular Malaysia; Sabah and Sarawak have separate rates.

Our estimate from this schedule: about RM 2,700–3,300 for the first year and about RM 800–1,300 per renewal. The personal bond and the university's own charges are extra.

Many universities collect visa fees as a package. At Taylor's University, the "EMGS Visa Application Fee & E-Val" is RM 2,920, plus insurance at RM 644 a year. At Asia Pacific University (APU), you pay RM 3,400 when accepting the offer (EMGS fees plus APU processing) and RM 2,000 after visa approval (medical, insurance, i-Kad, eVAL and the first-year pass). The personal bond is a guarantee deposit the university signs on your behalf. The amount depends on the university and your nationality. APU charges RM 1,000 and refunds it after graduation. Documents for EMGS and how to certify them

EMGS asks for copies at the application stage. Your university can request originals or certified copies at any time, even after classes start.

Standard EMGS document list

• Passport valid for at least 18 months when you apply.
• Photo 35×45 mm on a white background.
• Copies of all certificates and transcripts.
• Proof of English: IELTS, TOEFL, MUET, Cambridge English or PTE Academic.
• Health Declaration Form.
• Yellow fever vaccination certificate if you travel from a risk country, including Nigeria.

A bank statement is not on the standard EMGS or Immigration list for students. Immigration asks for a 3-month statement only when a student brings dependants. Your university may still request proof of funds.

Malaysia is not a party to the Hague Apostille Convention, so an apostille is not required and on its own does not make documents acceptable. Universities usually want a certified true copy of every page plus a certified English translation. Monash University Malaysia, for example, accepts copies certified by a notary, a solicitor, a government officer or staff of your former school. Some universities accept documents sent directly by your school. Each university sets its own certification rules, so confirm them before paying for translations.

Arrival, medical screening and insurance

After arrival, you have 7 working days to complete the medical screening at an EMGS panel clinic, or at your university's clinic if it is registered. Some universities set a shorter deadline: UTM gives 3 days. Without the result, EMGS will not start the endorsement.

The screening follows Ministry of Health rules and includes a chest X-ray plus blood and urine tests. If you are declared "unfit", you can appeal within 3 days. You do not repeat the screening at renewal.

Health insurance is compulsory for the whole period of study. The policy must be recognized in Malaysia and valid for at least 12 months. EMGS offers three insurers for students aged 16–69, with limits of RM 20,000–50,000 per case; your university may offer its own policy.

Renewals, program changes and family

The Student Pass is usually issued for no more than 1 year and must be renewed before it expires. Your university handles renewal through EMGS.

If you change programs, you need a new Student Pass application. APU states that you cannot change your course after the visa application is submitted, so settle on the program first. Only master's and PhD students can bring dependants under Immigration rules; see master's degrees in Malaysia.

Working while you study

After graduation: Graduate Pass and Employment Pass

The Graduate Pass gives bachelor's and higher graduates of Malaysian universities 12 months to look for work, travel, work part-time in permitted sectors and bring family. It cannot be extended. Apply before your Student Pass expires, with a passport valid for at least 18 months and a Malaysian citizen sponsor earning at least RM 1,500. The fee is RM 600, plus RM 600 per family member and a visa fee.

It is open only to citizens of 32 countries, including India, Saudi Arabia, the UAE, Qatar, Kuwait, Oman and Bahrain. Pakistan, Nigeria, Egypt and Bangladesh are not on the list, which is based on citizenship, not on where your family lives. A full-time job requires an Employment Pass, which the employer applies for.

All six are on the EMGS list of countries that need an SEV for study, whatever the tourist rules say.

What to know before you apply

• No apostille. Malaysia is outside the Apostille Convention; ask the university which certified copies and translations it accepts. We prepare and check your documents against that list.
• Everyone needs a Student Pass. Tourist entry does not allow study, and you must be outside Malaysia when EMGS receives the application. We plan the timeline back from your intake.
• Foreigners pay different fees, plus tax. At Sunway University, BSc Computer Science costs RM 39,800 a year for Malaysians but USD 9,779 for international students. Since July 1, 2025, private universities add 6% service tax for non-Malaysians, usually not shown in fee lists. Universities quote USD at an indicative RM 3.80, but you pay in ringgit.
• Work is limited to breaks. Build your budget without part-time income.
• The Graduate Pass is not for everyone. Students from Pakistan, Nigeria, Egypt and Bangladesh should not plan on a post-study year in Malaysia. We discuss this at the first consultation.
• A 3+0 UK degree does not give the UK Graduate Route. In 3+0 you earn a partner university's degree while studying only in Malaysia. The UK route requires applying from inside the UK on a Student visa after at least 12 months of study there (for courses over 12 months).
