
Turkey Student Visa and Residence Permit: A Guide for International Students
Who needs a visa, how to legalize documents and how the e-ikamet residence permit works, with official fees and timelines.
Most international students need two documents to study in Turkey. The first is the Turkey student visa, which you get from a Turkish consulate before you travel. Citizens of Pakistan, India, Nigeria and Egypt with ordinary passports need one. The second is the student residence permit (öğrenci ikamet izni), which you apply for after you enroll, through your university.
The visa gets you into the country; the residence permit lets you stay. This guide covers both for the next intake, including costs and where applicants usually get stuck.

Do you need a student visa for Turkey?
Visa rules follow your passport, not your country of residence. Citizens of Pakistan, India, Nigeria and Egypt with ordinary passports need a visa. Citizens of Saudi Arabia and the UAE enter visa-free, but the visa-free stay is limited, so they also apply for a residence permit after enrollment.

If you are an Indian or Pakistani national living in Dubai or Riyadh, the rules for your passport apply. A GCC residence permit is not on the list of documents that qualify you for an e-Visa. For other nationalities, check the Turkish Ministry of Foreign Affairs visa page or ask us before you book anything.
Turkey student visa requirements
The Turkish consulate in your country sets the exact student visa checklist, and it can change, so confirm it before booking an appointment. Several documents are needed for the visa, the residence permit or both, so start on them now.
Documents to prepare early
- Passport valid at least 60 days longer than the residence permit period you will request.
- Admission documents from your university. After enrollment, it issues a student certificate (öğrenci belgesi), which the residence permit requires.
- School certificate with an apostille or consular legalization, plus a notarized Turkish translation.
Can you study on an e-Visa?
Officially, the e-Visa is for tourism and business trips only. For study, the Ministry of Foreign Affairs recommends a student visa from a Turkish consulate. Turkish law does allow students to apply for a student residence permit from inside the country.
Our advice: the safest route is to enter on a student visa. With an e-Visa or visa-free entry, some universities accept your residence permit documents, but confirm this with your university in advance.
Legalizing your documents
Turkey accepts a foreign school certificate only after its origin is confirmed. The method depends on whether your country is a member of the 1961 Hague Apostille Convention.

The Turkish translation must be notarized. If you translate the document outside Turkey, the Turkish consulate certifies the translation.
Bachelor's applicants also need recognition of their school certificate (Denklik) from the Turkish Ministry of Education. You apply through e-Denklik; from abroad, you go through the Turkish education attaché or consulate. Each university sets its own deadline for submitting Denklik. At Yıldız Technical University, for example, it is 90 days from enrollment, or the enrollment is cancelled.
Master's and PhD applicants do not need Denklik, except for programs with clinical practice in medicine. A recognition letter from the Council of Higher Education (YÖK) for your previous university is enough; the YÖK fee is 1,250 TL.
Turkey student residence permit, step by step
You apply for the residence permit after you arrive and enroll. Since students submit through their university, you do not book an appointment at the migration office yourself.
How to get your student residence permit
Enroll at your university and get your student certificate (öğrenci belgesi) with an e-signature or stamp, or download it from e-Devlet.
Fill in the "Öğrenci İkamet İzni" form at e-ikamet.goc.gov.tr, then print and sign it. Do this before your visa or visa-free period ends. Online applications made within 10 days after it ends are still considered, but do not count on that margin.
Pay the residence permit card fee and keep the receipt.
Submit the full set of documents to the responsible office at your university, not to the migration office. The university forwards them to the provincial migration office (İl Göç İdaresi).
Wait for the decision: up to 90 days from the date your complete file is submitted. With your application document (müracaat belgesi) and fee receipt, you can leave and re-enter Turkey if each trip is shorter than 15 days.

You do not need a UETS electronic address for your first application. It is required when you renew the permit or change its type, and not at all for students under 18.

Where you can live in Istanbul
Your address affects your permit, so check it before you sign a lease. Since July 2022, neighborhoods (mahalle) where foreigners make up more than 20% of the population have been closed to new registration of foreigners. According to the migration office, Istanbul has 54 such neighborhoods.
Since October 2022, 10 Istanbul districts have also been closed to first-time residence permit applications: Avcılar, Bahçelievler, Bağcılar, Başakşehir, Esenler, Esenyurt, Fatih, Küçükçekmece, Sultangazi and Zeytinburnu. Students have one exception: the restriction does not apply if their university, or its faculty, institute or school, is in the same closed district. If you study in another district, the exception does not apply.
Before you sign, check the exact address in e-ikamet or with your university. Students admitted to Istanbul Medipol University, for example, can ask its international office.
Health insurance
You need health insurance for the residence permit, and the policy must cover the whole period you apply for. The cheapest route is usually GSS, the state health insurance. You can register for it within 3 months of enrollment. In that case you do not need a separate private policy, but you must tell the migration office that you have GSS.
If you miss the 3-month window, you need a private policy. The migration office also accepts an SGK provision document, a GSS application to SGK, or a certificate under a bilateral social security agreement.
Working on a student permit
A student residence permit does not stop you from working, but you need a separate work permit (çalışma izni). Your employer applies for it through the e-İzin system of the Ministry of Labour.
- Bachelor's and associate degree students can work only after finishing their first year, and only part-time.
- Master's and PhD students have neither restriction.
- Work permits for students in entertainment and domestic work are not approved. Türkiye Bursları scholarship holders also need approval from YTB.
Working without a permit is illegal work. It can lead to a fine, deportation and an entry ban of up to 5 years.
After graduation
Your student residence permit ends on your graduation date. From then, you have 10 days to apply for a permit on a new basis. Graduates of Turkish universities can get a short-term residence permit if they apply within 6 months of graduation.
If you plan to stay in Turkey long term, your years on a student permit count at half value toward a long-term residence permit.

Risks and how to avoid them
- Visa refusals happen. The consulate decides, and no agency can guarantee a visa. Apply as soon as you have your admission documents, and make sure names, dates and amounts match across every paper. We check your file before you submit it.
- Payments to the university. Refund rules differ between universities. Get the refund conditions in writing before you pay any deposit.
- Deadlines. Submit the e-ikamet form before your visa or visa-free period ends. Overstaying can lead to a fine, deportation and an entry ban of up to 5 years.
