
Cyprus Student Visa: How the Entry Permit Works for Non-EU Students
Your university applies for the entry permit, you prepare the documents. Here is the full route from offer letter to residence permit, step by step.
A Cyprus student visa for non-EU applicants is an entry permit that your university requests on your behalf from the Civil Registry and Migration Department. You cannot apply for it yourself, and you cannot apply while you are in Cyprus on a tourist or visitor visa.
The rules come from EU Directive 2016/801, which Cyprus adopted as Law 7(I)/2019. The Council of Ministers can add further conditions. In practice, the process has two stages: the entry permit before you travel, and a temporary residence permit that you apply for within 7 days of arrival.

How the Cyprus entry permit for students works
The university, not the student, submits the application. The university must be registered with or recognized by the Cyprus Ministry of Education. Two authorities review the file: the Migration Department and the Ministry of Education.
You can apply while you are outside Cyprus, or if you already hold a valid residence permit there. The official processing time is 1 month for a complete file. An incomplete file takes longer. European University Cyprus (EUC) says its students typically wait 3–4 weeks.
Cyprus also requires non-EU students to study full time: 30 ECTS per semester, 60 per year. According to the University of Nicosia (UNIC), you must pay at least the first semester before you enter the country.
From offer letter to residence permit
Get an offer. The university issues a conditional or unconditional offer letter after reviewing your academic documents and English certificate.
Pay the university's pre-visa charges. Each university sets its own: application and visa fees, a deposit or a first-semester payment.
Collect the document pack. Medical tests, police clearance and bank letters have validity windows, so time them together.
Translate and certify everything. All documents must be officially translated and certified.
The university submits your file. It goes to the Migration Department and the Ministry of Education.
Receive the entry permit. The official timeframe is 1 month for a complete file.
Documents for the entry permit
The official Migration Department list has eight items. Universities add their own requirements on top, such as validity periods and minimum bank balances.
Documents you prepare before travel
- Passport valid for at least the length of your stay, or at least 2 years from the application date.
- A letter from a bank in your home country confirming you can cover living costs, tuition and departure, plus a bank statement. A scholarship certificate can replace these.
- Original police clearance certificate.
How much money do you need to show?
The official list does not set a fixed amount. It asks for proof of funds for living costs, studies and departure. Universities set the practical minimum:
- UNIC asks for a bank statement (no older than 1 month) showing at least the first year's tuition. The bank letter and police clearance must be no older than 6 months, and medical tests no older than 4 months.
- EUC asks for bank documents showing at least €7,000, and at least €2,000 in cash when you arrive. This is EUC's requirement, not a figure from the law.
Your document pack must satisfy both the government list and your university's rules.

The bank guarantee covers possible repatriation costs. The amount depends on your citizenship, not on the university or program. The table follows the official Migration Department list.

The official list includes more countries than shown here. We check your group against it before you pay anything.
Three rules matter in practice. First, students can use a group guarantee, which the university may lodge for you. Second, an individual guarantee must be valid for at least 10 years. Third, electronic money institutions (EMIs) cannot issue the guarantee, so it has to come from a bank.
Do not confuse the state guarantee with university charges. UNIC's €400 International Student Guarantee is a refundable university fee, returned when you leave the university. It does not replace the government bank guarantee.

Cyprus student residence permit and renewal
Within 7 days of arrival, you register in the register of foreigners and apply for a temporary residence permit. You give biometrics (photo and fingerprints) and a signature.
Documents after arrival
- Repeat medical tests (the same tests as before) at a hospital in Cyprus.
- Copy of the entry stamp in your passport.
- "Plan A" medical insurance covering inpatient care, outpatient care and repatriation. UNIC charges €175 a year for its insurance.
The residence permit application can take up to 3 months. The stamped receipt lets you leave and re-enter Cyprus while you wait.
The permit is issued for up to 1 year and renewed every year until the end of your program. At renewal, the authorities check your academic progress, so you need a transcript. With a valid permit, you can return to Cyprus if you have been abroad for no more than 3 months.
You can change program or university by application; the Ministry of Education reviews credit transfer. If the change is a way to avoid the academic progress requirement, the permit will not be renewed.
Student work in Cyprus and after graduation
Students can work outside study hours: up to 20 hours a week during the semester and up to 38 hours a week during holidays. The permitted occupations and sectors are set by a decree of the Minister of Labour. The district labour office must approve your employment contract first, and your class timetable is attached to it.
EUC's FAQ states that non-EU students can work only after six months from their first entry to Cyprus. The government page does not mention this condition. Ask your university how it applies the rule before you plan your budget around a job.
After graduation, you can stay for up to 12 months to look for work or start a business. This applies only to graduates of master's programs and above (EQF level 7). Bachelor's graduates do not qualify.
Apostille or legalization for your documents
Cyprus is a party to the Hague Apostille Convention. Whether your documents need an apostille or consular legalization depends on your home country.

What to know before you apply
This is the Republic of Cyprus, an EU member state. It is a different jurisdiction from North Cyprus, with different universities, visa rules and diploma recognition. Check that the university on your offer letter is in the Republic of Cyprus. KYSATS, the national body for recognition of higher education qualifications, is part of the ENIC-NARIC network.
- Financial requirements depend on nationality and university. The bank guarantee ranges from €350 to €850 by citizenship. The minimum bank balance is set by the university: at least first-year tuition at UNIC, at least €7,000 at EUC. We check both before you collect papers.
- Public universities teach bachelor's degrees mostly in Greek. According to the University of Cyprus, international bachelor's students first take a one-year Greek course to B2 level.
