SEU Georgia (Georgian National University): Programs, Fees and Admission
A private Tbilisi university with an English-taught MD, dentistry and business degrees: fees, admission steps and honest limits before you apply.
SEU Georgia, officially Georgian National University SEU, is a private university in Tbilisi with four faculties: Business and Technology, Law, Social Sciences and Medicine. International students come mainly for its English-taught Medical Doctor (MD) program, dentistry (DMD), nursing and business degrees. SEU is authorized by Georgia's quality agency NCEQE and admits foreign students without Georgian national exams.
SEU suits applicants who want an English-taught MD at the lower end of Georgian fees, and Indian students who already hold a NEET result. It is a weaker fit if you need a dormitory from day one, or plan to practice independently in Georgia without learning Georgian.

SEU Georgia tuition fees for international students
SEU's latest official fee list is the one currently in use; next year's fees have not been published yet. Treat the figures as a guide; we confirm the fee for your program before you pay.

At unchanged prices, six years of MD tuition come to about $35,400, before living costs. English-taught medicine in Georgia's main universities costs around $5,900–8,000 a year, so SEU sits at the lower end. Master's scholarships are "up to" $12,800, so do not budget on the maximum discount.

Programs and the degree you receive
The MD is a single-cycle, six-year program of 360 ECTS, entered straight after high school. The last three semesters are clinical, and the sixth year is fully spent in the clinic, with American Hospital Tbilisi as SEU's affiliated clinic.
Georgia's Ministry of Education states that the Georgian MD is equivalent to MBBS and follows the new NMC rules. This is the Georgian side's position; the decision on registration in India belongs to NMC.
Three details matter for Indian students:
- Internship is inside the six years. Georgia has no separate 12-month internship after graduation, while NMC's FMGL 2021 rules require 12 months of internship on top of at least 54 months of study.
- Patients speak Georgian. Teaching is in English, but Georgian courses are part of the curriculum so you can talk to patients in the clinic.

Admission requirements for international students
Foreign applicants enter SEU without Georgian national exams. The process runs through the university, then NCEQE (recognition of your school certificate), then an enrollment order from the Ministry of Education. You pay tuition only after that order is issued.
How to apply to SEU, step by step

School certificate — Higher Secondary, Intermediate, Senior or GCE A-Level (3 subjects). Grade requirements depend on the program; we check yours first.

English proof — at least B1 for bachelor's, MD and DMD; B2 for master's programs. Without a certificate, you take SEU's English test after the interview.

NEET for Indian MD applicants — required by SEU and by NMC for Indian citizens studying medicine abroad.

PDF scans to admissions@seu.edu.ge — passport, certificate, application form and English proof. Incomplete applications are not reviewed.

Interview — SEU schedules an interview after it accepts your documents; the English test follows if needed.

Notarized translation and acceptance letter — your passport and school certificate are translated into Georgian and notarized (two copies, one stays with SEU), and SEU issues an acceptance letter.
Start at least 2–3 months before the semester: recognition can take a month, and the ministry order and D3 visa add several weeks. We confirm the intake dates with SEU's admissions office for each applicant. Transfer students follow the same path after SEU evaluates their transcript.
Document legalization by country
- India and Pakistan: apostille. For India, the Georgian embassy requires the MEA apostille on all education documents for the D3 visa.
- Nigeria, Egypt, UAE, Qatar, Kuwait, Bahrain and Oman are not in the Apostille Convention: documents need consular legalization.
- Saudi Arabia: apostille.
What to know before you apply
Prices are from the latest published list. SEU has not published next year's fees. The risk is a price change after you plan your budget. We ask SEU for the current fee for your program in writing before you pay anything.
Check recognition at home. NCEQE's WFME recognition runs until November 2028, while today's starters graduate later; renewal cannot be guaranteed in advance. Indian students should compare the NMC FMGL 2021 conditions with the Georgian structure, especially the internship rule. No dormitory. Arrange a room or flat before arrival: the D3 visa requires proof of accommodation.
No income from part-time work. Since 2026, working for a Georgian employer requires a separate permit, and a student residence permit alone does not give that right. Plan your budget without earnings in Georgia.
Rankings and accreditation
We do not quote rankings for SEU, because we could not confirm a sourced one. Accreditation can be checked. According to SEU, the NCEQE Authorization Council granted it unconditional authorization on June 10, 2021, and its English-taught MD is accredited by NCEQE. NCEQE itself is recognized by the World Federation for Medical Education (WFME) until November 2028.
Online claims such as "SEU is fully recognized by NMC and WHO" are not made by SEU itself. WFME recognizes agencies, not universities, and WHO does not recognize degrees.
Housing and student life
SEU has no dormitory yet, so students rent in the city. According to Numbeo, a one-bedroom flat in Tbilisi costs about 1,746 GEL a month in the center and 1,163 GEL outside it, and living costs without rent are about 1,730 GEL. These are average expat figures; students sharing a flat spend noticeably less.
Health insurance is mandatory: SEU partners with the insurer PSP, and you choose the policy. Besides the pool and sports halls, student life is shaped around the Indian community, with Holi, Diwali, a cricket club and Culture Days.
Student visa
Citizens of India, Pakistan, Nigeria and Egypt need a D3 study visa. You apply online on geoconsul.gov.ge; in India, documents go through VFS Global. The consular fee is $20, plus the VFS service fee.
Key documents are the Ministry of Education order, SEU's enrollment order, proof of accommodation, insurance and proof of funds. There is no fixed amount: a 3-month bank statement or a sponsor package works. Indian MD applicants also attach NEET.
GCC citizens enter visa-free for one year and apply for a student residence permit inside Georgia, no later than 40 days before their legal stay ends. Full details are in our Georgia student visa guide.
